«Как ты могла, ты лишила своего кота единственной радости!», «Живодерка!», «А вот если бы тебе так!» и еще много «приятных» эпитетов наслушалась я в свой адрес, после того как кастрировала своего Бонифация. Причем возмущались не только задетые за живое или из мужской солидарности представители сильного пола, но и девушки, «гуманные» и «милосердные».

Мы в ответе…

Почему в кавычках? Потому что у многих из возмущавшихся кошки и коты вольные и свободные в своих сексуальных отношениях, ведь «природа не терпит вмешательства». Рождающихся за всю жизнь сотен котят хватит, чтобы обеспечить ими все семьи города и близлежащих районов. И вот когда предложение начинает превышать спрос встает резонный вопрос: куда деть незапланированное потомство? Самые решительные топят новорожденных в ведре (чем не признак гуманности?), более жалостливые готовы выложить определенную сумму денег, чтобы их котят пристроили в добрые руки. Кто-то для этого печатает цветные фотографии и расклеивает по столбам, кто-то дает объявления в рубрику «Животные», а кто-то собирает всю пушистую братию и сдает на рынок, причем заметьте, совершенно не бесплатно, а даже в ущерб своему кошельку. Но, как говорится, с глаз долой из сердца вон…

Кому друг, а кому навар

Казалось бы, вот оно решение проблемы: вы избавились от ненужных котят или щенков, продавец заработал денежку, а какой-то человек приобрел долгожданного друга. Скажу честно, иногда и такое случается, но в очень редких случаях.

Зачастую, отданные на реализацию животные становятся просто товаром, для перекупщиков даже неодухотворенным. Товар подлежит реализации, а значит главное в этом бизнесе, как и в любом другом, – деньги. Но ведь каждый, кто хоть раз сдавал котят на аллее Центрального рынка знает, что за одну голову необходимо заплатить продавцу не менее 20 гривен – на пропитание. Средний кошачий помет – 4 котенка, значит единоразово вы заплатите минимум 80 гривен. Все, деньги выручены, круг замкнулся.

Вы спросите, а какова же дальнейшая судьба этих маленьких животных? Вот здесь-то и начинается самая страшная полоса в их жизни, которую вы «гуманно» ему приготовили.

Срок годности – 3 дня

Этих людей легко узнать: они ежедневно стоят на аллее Центрального рынка с детскими манежами, наполненными разномастными и разновозрастными котятами и щенками, явно от разных пометов. В холод и снег, в жару и дождь эти малыши работают на своих хозяев.

Копошась на старой тряпке, вперемешку больные и здоровые, такой товар имеет ориентировочный срок годности – 3 дня. Если за это время никто не купил котенка или щенка, скорее всего он пойдет в расход: либо умрет сам от подхваченной инфекции, либо его задавят более сильные особи, а, скорее всего, неокрепший организм не справится с голодом и погодными условиями. Да-да, вы до сих пор наивно думали, что ваши деньги тратятся на корм питомцам? Ничего подобного! Покрошенный, словно голубям, кусочек хлеба – это лучшее на что могут рассчитывать маленькие коты и собачки.

По окончании рабочего дня картонные коробки под завязку наполняются пищащим живым товаром и относятся в ближайший гараж-склад на ночевку. Утренняя ревизия покажет, кому еще суждено поработать на своего мучителя, а кто закончил свой путь досрочно. Трупики погибших животных и тех, кто уже совсем плох, отправляются в целлофановый пакет и ближайших мусорник, где еще живые малыши в ужасных мучениях проведут последние часы своей короткой жизни…

Почем ведро котят?

Кроме такого садистского способа зарабатывания денег, существует еще несколько не менее жестоких вариантов. Практически у каждого перекупщика существуют свои постоянные клиенты, которые скупают живой товар оптом, как шутят некоторые из них «на ведро». И дело, к сожалению, совсем не в том, что добрый дядя их выкупает из рабства, лечит и отпускает на волю. Одна категория таких покупателей приобретает маленьких котят и щенков для притравки бойцовых псов и охотничьих собак, чтобы те вживую почувствовали вкус крови. Растерзанные трупики животных можно найти в любой посадке, где занимаются со своими питомцами владельцы собак. Одной из моих знакомых посчастливилось среди останков отыскать и спасти еще живого щенка…

Другие «любители» закупают пищащую мелочь на корм экзотическим животным: удавам, крокодилам, нутриям. Дешевле и доступнее, чем те же лабораторные мыши и крысы...

Все знают, но все молчат

Когда я начала разрабатывать эту тему, то удивилась всеобщей осведомленности людей. Практически каждый опрашиваемый смог дополнить картину ужасными подробностями. Встает закономерный вопрос: почему же тогда в Луганске продолжается эта жестокая торговля? Куда смотрят власти, «зеленые», защитники животных, милиция, в конце концов? Или этот чудовищный бизнес выгоден еще кому-то, кроме самих перекупщиков? Разматывая этот клубок, выяснилось, что никто в городе не хочет отвечать за «собачью» аллею, расположенную рядом с Центральным рынком. То есть в самом сердце Луганска творится беспредел и никому до этого нет дела!

Вот что ответил на вопрос о торговле в данном месте начальник потребительского рынка и сферы услуг Луганского горсовета Юрий Ряплов: «Торговля на аллее возле Центрального рынка не санкционирована. Горсовет дал указание милиции освободить эту территорию и вытеснить торговлю. Все претензии к ним и их работе. А вообще, где им торговать? Места у нас в городе под «птичий рынок» нет, да и вопрос такой никогда не стоял. А что назрела необходимость?».

Надеемся, Юрий Михайлович, что после этой публикации у вас что-то сдвинется с мертвой точки: может быть, хотя бы лично проверите исполнение вашего распоряжения или напомните милиции об их обязанностях!

Кстати, с милицией дело обстоит еще более загадочно - прямо тайна покрытая мраком. За неделю подготовки материала, связаться и получить разъяснения у представителей охраны правопорядка оказалось делом не легким. Начальник отделения милиции, расположенного на Центральном рынке, Валерий Липецкий отказался что-либо комментировать без разрешения вышестоящего начальства, а затем и вовсе вспомнил, что это не его территория. Участковый милиционер, обслуживающий данный участок в Ленинском районе, Олег Гармаш пожаловался на то, что у него слишком большой фронт работ и до всего не доходят руки. «Меня вообще месяц не было, на сессии был, учился. Только день назад на работу вышел, - рассказал милиционер. – Ранее я составлял несколько протоколов, затем передавал их в суд. Чем все закончилось, и наказали ли виновных – не знаю. А для того, чтобы разогнать эту аллею нужно письменное указание начальника райотдела или вышестоящего начальства, выделение людей, службы ППС. Это ж каждый день нужно ходить и заниматься, чтобы эффект был», - совершенно справедливо заметил участковый.

Моя хата с краю

А ходить и заниматься нужно. Если не ради невинных животных, то хотя бы ради здоровья самих же людей. Ведь все те, кто незаконно торгует живым товаром, не имеют никаких документов о состоянии здоровья котов и собак, а о прививках вообще не может быть и речи. Получается замкнутый круг: нет места для торговли, вроде бы как нет и самих животных. Но они существуют! И нет гарантии, что они не болеют какой-нибудь чумкой, интеритом или того хуже бешенством.

Попытка выяснить, кто же все-таки «крайний» вообще завела в тупик. Главный государственный инспектор по ветеринарной медицине в городе Луганске Михаил Переплетчиков полностью «открестился» от этой проблемы: «Торговли там быть не должно. Местные власти обязаны организовать и выделить место под специализированный рынок. Мои люди обслуживают только рынок на 3-м километре, торгующий сельскохозяйственными животными», - четко и ясно заявил Переплетчиков.

Однако сотрудники ветеринарной милиции не разделяют такую позицию. Инспектор отдела ветеринарной милиции по ведению карантинных ветеринарных мероприятий УМВД области Виталий Сегеда настаивает на том, что это в первую очередь в интересах управления ветеринарной медицины.

«Эти животные продаются без ветеринарно-сопроводительных документов, без ветеринарного свидетельства формы №1, который подтверждал бы, что животное не болеет и вышло из территории, благополучной в эпизоотическом отношении (состояние распространенности инфекционных болезней животных на конкретной территории в определенный промежуток времени), то есть без наложения на район карантина по бешенству или другим заболеваниям. Могу сказать, что буквально месяц назад такой карантин по бешенству был наложен на территорию Малой Вергунки, откуда нельзя было вывозить животных, а тем более торговать ими, - рассказал инспектор. – Поэтому-то Переплетчиков и обязан следить за обстановкой в городе, чтобы предупреждать появление, распространение и заражения людей такими опаснейшими заболеваниями, как бешенство».

Решение проблемы

Со своей же стороны ветеринарная милиция считает, что единственным верным решением будет выделить участок для санкционированной торговли домашними животными на каком-либо из рынков. Тогда у людей появится постоянное место, и они смогут на законных основаниях с соблюдением всех норм заниматься уже легальным бизнесом.

На данный момент ветеринарная милиция не может даже составить протокол и выписать штраф на максимальную сумму 8,50 гривен (!), при этом участковый милиционер имеет право оштрафовать на сумму до 250 гривен за торговлю в неположенном месте. Но до официального наказания дело, как правило, доходит очень редко, да и хранить-кормить конфискованных животных негде и не за что…

Что касается «бесплатных» котят, то здесь выход один: позаботьтесь заранее о том, чтобы у вашего питомца не было незапланированного потомства. Кастрация или стерилизация животного, вопреки расхожим мнениям, абсолютно не влияет на его здоровье, при этом лучше всего решает проблему бездомных кошек и собак, мучений невинных малышей, а вас угрызений совести.

Точка зрения: Ни средств, ни желания

В Луганске всего 3 месяца назад зарегистрировался первый и единственный благотворительный фонд помощи бездомным животным «Дай лапу». Секретарь по связям с общественностью Ирина Мицкая и представитель фонда Анна Стрельцова возмущены сложившейся в городе обстановкой.

- Эта аллея и все что на ней творится у всех на слуху. Наш фонд начал своеобразную акцию протеста. Мы расклеиваем и раздаем листовки, в которых просим людей не отдавать своих животных в руки перекупщикам, а попытаться самим пристроить котенка или щенка в хорошие руки. Но главной профилактической мерой, конечно же, остается стерилизация, и это мы пытаемся донести до всех любителей животных.

Быть может многие луганчане не знают, что в нашем городе проблемой бездомных животных занимается лишь одна организация – «Лугансксервис» - которая, к сожалению, призвана лишь уничтожать бродячих собак, причем далеко не гуманными способами. О том, чтобы перенаправить деньги, перечисляемые для убийства животного (а это 70 гривен на одну собаку) на ее отлов, стерилизацию и вакцинацию в горсовете и слышать не желают. Говорят – не положено, да и честно сказать, хорошая это кормушка. А как-то помочь нам, выделить хотя бы место для строительства приюта и питомника для бездомных животных – как всегда нет средств. Это ясно, гуманность – вещь затратная…

В тему: Буква закона

Между тем в Закон Украины «О защите животных от жестокого обращения» № 3447-IV в статье 4 «Основные принципы защиты животных от жестокого обращения» четко сказано, что одним из принципов является «запрет жестоких методов умерщвления животных», а также предусмотрена «ответственность за жестокое обращение с животными».

Ответственность предусматривается Уголовным кодексом Украины статьей 299 «Жестокое обращение с животными» и наказывается штрафом до 50 необлагаемых налогом минимальных доходов граждан или арестом до 6 месяцев.

Совершенно согласна с автором статьи. Стерелизация беспородных кошек и собак, это и есть истинная гуманность по отношению к братьям нашим меньшим. Для животных это проходит безболезненно, поверьте, кошки и собаки не страдают от стерелизации. После стерилизации у них всего лишь пропадает инстинкт размножения, они становятся спокойными и игривыми животными. Люди, одумайтесь, не подвергайте потомство ваших домашних любимцев таким страданиям, которые описывает автор статьи, стерилизуйте ваших домашних животных.

Да...вот читаю про Цнтральный рынок и аллею, на которой продают животных...и в голове вырисовалачь четкая картина: Харьков!!!!...у нас ведь тоже есть Центральный рынок и сбоку народ торгует пушистикаим...а вы-то про Луганск...

Господа, пожалейте несчастных животных, не отдавайте котят и щенят в руки бессердечных перекупщиков. Попробуйте только представить, какие муки предстоят этим маленьким беззащитным малышам. По- моему лучше быть гуманным и стерелизовать своих домашних любимцев. Поверьте, это им абсолютно не вредит.

Прочитала статью и на 100% разделяю мнение автора. Знала об ужасном содержании котят на рынке и раньше. В данном случае гуманее котят "в ведро"...
У меня есть домашние и кошки, и собаки. И кот стерилизован, и собака. Это, конечно самый лучший способ избавиться от проблемы ненужного приплода. Но я хочу сказать, что моё общение с любителями животных показало то, что неграмотный у нас народ в вопросах стерилизации!!! Большинству это кажется очень " вредной процедурой". Может быть, если бы ветеринарные службы провели агитацию среди населения, либо показать ролики на эту тему, ситуация с рождаемостью котят немного изменилась в лучшую сторону!?

Мою собаку убили в пятницу в подъезде моего дома сотрудники службы. Убили жестоко и цинично. Трубой по голове. Я себе простить не могу, что не вышла с ней гулять. Мы с ней в этом доме прожили 12 лет, ее знали все от мала до велика. Собака чистая, коханая, ласковая, умная. Предположить, что она бездомная не возможно.
